The aging Mr. Volcker (he is 82) has some advice, deeply felt.
He wants the nation’s banks to be prohibited from owning and trading risky securities, the very practice that got the biggest ones into deep trouble in 2008. And the administration is saying no, it will not separate commercial banking from investment operations.
Mr. Volcker’s proposal would roll back the nation’s commercial banks to an earlier era, when they were restricted to commercial banking and prohibited from engaging in risky Wall Street activities.
The Obama team, in contrast, would let the giants survive, but would regulate them extensively, so they could not get themselves and the nation into trouble again.
Mr. Volcker argues that regulation by itself will not work. Sooner or later, the giants, in pursuit of profits, will get into trouble. The administration should accept this and shield commercial banking from Wall Street’s wild ways.
“The banks are there to serve the public,” Mr. Volcker said, “and that is what they should concentrate on. These other activities create conflicts of interest. They create risks, and if you try to control the risks with supervision, that just creates friction and difficulties” and ultimately fails.
Being separated from banks, the investment houses would no longer have access to federally insured deposits to finance this trading. If one failed, the government would supervise an orderly liquidation. None would be too big to fail — a designation that could arise for a handful of institutions under the administration’s proposal.
“People say I’m old-fashioned and banks can no longer be separated from nonbank activity,” Mr. Volcker said, acknowledging criticism that he is nostalgic for an earlier era. “That argument,” he added ruefully, “brought us to where we are today.”

By 2014, says the IMF, total public debt in the advanced economies will balloon to an unprecedented 115 percent of their GDP, compared with 75 percent in 2008 (60 percent is generally considered sustainable).
What will the world look like when its largest, most advanced economies have to simultaneously finance huge deficits? Scenarios go from runaway inflation to a global version of slow-growth Japan. No advanced country has defaulted on its government debt since the 1930s, but even that could change. IMF economists note that one reason Western economies survived high debt levels in the past was that investors had few options to move money out of home markets. Now emerging markets can increasingly absorb large amounts of capital, and the day when China, India, and Brazil can shelter investors is on the horizon. That could make debt crises and defaults in rich nations more likely--an ironic turn of globalization.

By more than doubling the maximum rewards and penalties that companies can apply to employees who flunk medical evaluations, the bills could put workers under intense financial pressure to lose weight, stop smoking or even lower their cholesterol.
The initiative, largely eclipsed in the health care debate, builds on a trend that is already in play among some corporations and that more workers will see in the packages they bring home during this month's open enrollment. Some employers offer lower premiums to people who complete personal health assessments; others offer only limited benefit packages to smokers.

Apenas 863 desempregados, de um universo potencial de 300 mil pessoas, estão a beneficiar do apoio do Estado no pagamento do empréstimo à habitação, noticia hoje o Económico.
A medida está em vigor desde finais de Junho e permite adiar o pagamento de metade da prestação do crédito durante um período máximo de 24 meses. Segundo os dados da Direcção Geral do Tesouro e das Finanças, dos 1212 pedidos formalizados nas instituições bancárias, 71,2 por cento foram aprovados.

The 99 bank failures this year compare with 25 last year and three in 2007. It's the highest number in a year since 1992 during the savings-and-loan crisis, when 120 institutions collapsed. Closures peaked during that crisis in 1989, when 534 banks were shuttered.
The most severe financial crisis since the 1930s has hit banks large and small. With unemployment rising, consumer spending slack and businesses shuttered, experts say up to 400 more banks could fail in the next couple of years.

'Countdown to Next Crisis'
Tick-tock, tick-tock, tick-tock ... Can you hear that? It is the countdown to the next financial crisis. I hate to say this just as green shoots are sprouting – the Dow crossed 10,000 points this week, banks are reporting bumper profits and the US recession is all but over – but there is a reason why it is called a “cycle”.
From the South Sea bubble to the 1929 crash, Long Term Capital Management and Enron, the villains in the financial drama have changed constantly. So even if you make policy by looking at the rear-view mirror, as politicians do, you have to look beyond banks.
With all the regulatory eyes on banks, their more discreet rivals are quietly stoking up the risk of a new blow-up. In theory, huge hedge funds should be caught by the Fed’s ability to police any institution that is deemed “systemic”. But in practice, keeping tabs on groups that reveal little about themselves will be tough. And there is always the possibility the epicentre of the next crisis might be a medium-sized hedge fund whose network of trading relationships make them “systemic” – a Bear Stearns of the hedge fund world.

Em 2010 esta empresa vai aumentar a factura da electricidade 2,9%. Em 2009 aumentou 4,9%, em nome de uma suposta liberalização que prejudicou os consumidores e apenas beneficiou a EDP.
Isto numa empresa controlada pelo estado, que mesmo em posição privilegiada é cotada em bolsa, e que teve em 2008 lucros de 1,212 mil milhões de euros. E em 2007 1,020 mil milhões de euros de lucros.
Uma liberalização é supostamente um MEIO para beneficiar consumidores, cidadãos e povo.
Em Portugal, tem como FIM beneficiar uma rede, de políticos oportunistas e empresários sem escrúpulos.
Neste caso, temos uma liberalização iliberal.

The Finnish government has become the first in the world to make broadband internet access a legal right.
According to local reports, the Ministry of Transport and Communications in Helsinki has pushed through a law that will force telecommunications providers to offer high speed internet connections to all of the country's 5.3 million citizens.
The agreement means that by July next year, telecommunications companies will be obliged to provide all Finnish residents with broadband lines that can run at speeds of at least 1 megabit per second.
